The service outsourcing promotes Guangzhou's economic and social development effectively. In 2008, there were over 2000 service outsourcing enterprises of all kinds in Guangzhou. According to the registration in the service outsourcing information management system, the revenue in off-shore service outsourcing contracts amounted to 420 million USD. The service outsourcing enterprises recruited 23,000 college graduates in the whole city. The revenue of onshore information outsourcing undertaken by service outsourcing enterprises amounted to 5 billion RMB.

With the number of service outsourcing enterprises from Europe, America and Hong Kong increasing rapidly, they have become the main force to undertake the off-shore service outsourcing business in Guangzhou. Their insourcing revenue takes up over 60% of that in the whole city. The local service outsourcing enterprises also grow fast.
The service outsourcing industrial cluster shows development trend. After the 4 service outsourcing demonstration zones were identified, the zones strived to improve hardware and software development environment and unveiled promotion policies, which played a dual role of guide in good environment and preferential policy, and accelerated the agglomeration development of service outsourcing enterprises.
To promote orderly competition and cooperation of internal industries more effectively, in accordance with the "Administrative Measures on Demonstration Zones in Guangzhou—China's Service Outsourcing Base City", Guangzhou will conduct an assessment of the demonstration zones in terms of environment construction, promotion policies, enterprise introduction and business development, etc. on the basis of last phase system.
