Chengdu is the capital of Sichuan province, the important central city in the southwest of China, and also the famous historical and cultural city of China. Chengdu has 7 districts, 4 municipalities and 8 counties under its jurisdiction, with total area of 12,300 square kilometers, and total population of 10,133,500, including 3,358,600 urban residents.

 

Chengdu is an ancient city with a history of more than 2,300 years. It is one of the 4 celebrated historical and cultural cities first proclaimed by the State Council. Since its establishment in 311 B.C., Chengdu has been the political, economic and cultural center of the Sichuan area and the capital cities of six feudal dynasties successively in the long history.


Chengdu has a fairly strong economic power. In 2000, Chengdu's GDP reached 13.13 billion Yuan with an increasing rate of 10.7%, which was ranked the fourth among the 15 quasi-provincial cities, and ranked the first among the quasi-provincial cities and capital cities in the southwest China. The proportion of its agriculture, industry and service sector was adjusted to 9.6:44.7:45.7. The recent data of State Statistic Bureau shows the national economic integrated power of Chengdu ranks the 12th among the top 50 powerful cities of the whole country, and the investment environment of Chengdu in terms of hardware was listed among the 40 best cities of China.

Chengdu has about 6.49 million Mus of arable lands. Dujiangyan Irrigation System, the famous ancient irrigation project, provides a natural irrigation works for all the lands around Chengdu area. Fairly good agricultural infrastructure makes Chengdu both the important production base for cereals & oil, and the important supplying base for vegetables and non-staple foodstuffs. There are more than 4,500 agricultural industrialized leading enterprises, 98,000 township enterprises, 12 national experimental small towns, and 165 provincial experimental small towns in the city. In 1998, the rural people of Chengdu already achieved a relative comfortable standard of living. In 2000, the total production value of agriculture sector increased by 12.4 billion Yuan, and 100.772 billion Yuan for township enterprises; the total output of foodstuffs was 3.6371 million tons, and the average net income for each farmer reached 2,926 Yuan.


At present, there are 1277 industrial enterprises with their annual sales income amounting to 5 million Yuan or more, 270 among which are big and medium-size enterprises. Based on this, an integrated industrial system with four major industries including machinery, pharmacy, foodstuffs, and electronic information is formed, which is involving 37 professions. There are 113 enterprises with annual sales income more than 100 million Yuan in Chengdu, 13 of which reaches 500 million Yuan, 7 reached over 1 billion Yuan. In 2000, the total industrial production value of Chengdu reached 48.455 billion Yuan. The total production value of 46 key enterprises reached 8.288 billion Yuan with total profits and taxes up to 4.492 billion Yuan.

 

Chengdu is the China's experimental city for reform of commerce hubs. It has more than 20,000 wholesale organizations and 240,000 commercial retail outlets and 180,000 individual operators & private firms engaged in wholesale, retail, restaurants and services. There are 847 commodities trade markets, among which 22 have annual transaction volume up to 100 million Yuan and 8 of them reached 1 billion Yuan. In 2000, the social consumer goods retail volume reached 55.421 billion Yuan, which is standing the top among all the cities in western China.


The People's Bank Of China has set up its regional branch in Chengdu, covering the regions of Yunnan, Guizhou, Sichuan and Tibet. There are 2,536 banking institutions with a saving balance amounting to 18.904 billion Yuan by the end of 2000, increased 15.5% compared to the beginning of 2000. Overseas Union Bank from Singapore, Standard Chartered Bank from Britain, Bank of Bangkok from Thailand, Tokyo Bank from Japan and National Banque De Paris from France established representative offices in Chengdu. And Overseas-Chinese Banking Corporation Ltd from Singapore set up their branch offices in the city.

 

The State Security Supervising Committee also set up its region office (covering the area of Yunnan, Guizuo,Sichuan and Tibet) in Chengdu. There are 73 security brokerage departments in Chengdu with more than 1.8 million investors and annual volume of trading reaches 462.5 billion Yuan, which is ranking the third just after Shanghai and Shenzhen where the China's only 2 Stock Exchanges are located.


Chengdu is the southwest of China's communication hub where the railways of Baoji-Chengdu, Chengdu-Chongqing, Chengdu-Kunming and Chengdu-Dazhou are met. The Shuangliu International Airport accommodating 247 domestic flight lines, 7 regular international/regional lines to Singapore, Bangkok, Hiroshima, and Hong Kong, the airport's passenger flow ranking the fifth in the whole country. The national highways of Beijing-Kunming, Shanghai-Lashal and Lanzhou-Kunming also met in Chengdu. The expressways of Chengdu-Chongqing, Chengdu-Mianyang, Chengdu-Leshan and Chengdu-Ya'an were opened to traffic already. Meanwhile, the Chengdu-Nanchong expressway is under construction. A stereo-structured communication system based on city major streets, highways, expressways and airlines was formed in Chengdu. Chengdu is one of the 8 main pivots of postal and telecommunication services in China. Local telephone network has a capacity up to 2.57 million units directly accessible to more than 600 domestic cities and over 180 countries/regions. Chengdu has 990000 mobile phone owners and 137000 Internet users. It is one of the 7 key first-class postal matters handling centers in China with a postal business volume standing ahead of other provincial capital cities of the country.

 

The urban area of Chengdu is 167 square meters. After the completion of above mentioned municipal infrastructure projects, a radial and ring like stereo-structured express communication network will be formed in Chengdu. The capacity of every day water supply is 1.52 million cubic meters, which covers 99.9% of the urban area. The annual supply volume of natural gas is 1.355 billion cubic meters covering 98.5% of the residential area. Rate of afforestation reaches 22.6% of the downtown area, and green lands takes 21.8% of the downtown area. The average living area per person is 11.6 square meters. The daily handling capacity for wastewater is 155,000 tons. The air quality of Chengdu meets the standard of grade II and that of national and provincial tourist resorts of Chengdu meet grade I. It is known to us from above descriptions that the infrastructures of Chengdu are perfect, and the environment is excellent. The ecosystem of Chengdu keeps in a pretty good circulation.


Chengdu has 20 universities, over 114 doctor degree programs and over 10 post-doctor degree programs. Besides, there are over 2700 various kinds of research institutes in the city. Among them, 15 important subjects and 18 important laboratories were set up by the State. There are 27 academicians of the Science Academy and the Engineering Academy of China, 523 doctor tutors, more than 100 specialists who have made great contributions for the country, and 490,000 experts and technicians of various fields. 253 among every 1000 working staffs are technicians. There are national-level Chengdu High-tech Industrial Development Zone, Chengdu Economic and Technology Development Zone and 8 provincial-level of development zones in the city. There are 385 high-tech enterprises with production value reaching 24.655 billion Yuan. The contribution made by scientific progress accounts for 44.3% of the economic increasing. There are 17 public libraries, 10 museums, 2 television stations, 2 broadcasting stations, over 10 newspapers and publications, and many cultural and art groups. Chengdu has built up art centers, music halls and folk art houses in recent years.

 

There are 9 key protection monuments of cultural relics listed by the State, including the Temple of Marquis Wu, Du Fu's Thatched Cottage and the Yongling Museum and so on, 2 national scenic spots(they are the Dujiangyan-Mt.Qingcheng, and the Xiling Snow Mountains), 3 national forest parks including the Dragon Pool in Dujiangyan, and the Mt. Tiantai in Qionglai county, 2 natioanl natural protection areas including the Anzi River in Chongzhou County. In 2000, Chengdu received 259,000 overseas tourists with total income amounting to 13.11billion Yuan, with foreign exchange income reaching 81.08 million US Dollars. Chengdu is one of the first cities that is granted the title of Excellent Touring City Of China.


Chengdu has set up sister relationships with 8 foreign cities, including Phoenix of USA,Kafu of Japan,Winnipeg of Canada, Ljubljiana of Slovenia and Menen of Belgium, and conducted economic and cultural cooperation with 82 countries in the world. The city has set up friendly cooperation relationships with 17 big and medium-size domestic cities. In 1985, the government of USA set up a consulate in Chengdu. There are 2,395 Sino-Foreign joint ventures in Chengdu. Up to now, 65 enterprises listed in the world's top 500 including GE, Siemens, Toyota have invested and set up their offices and enterprises in Chengdu. In 2000, the actual utilizing of foreign capitals reached 221 million US Dollars, and the import and export volume of Chengdu reached 1.48 billion US Dollars.

 

The Central Committee of The Communist Party of China, the State Council, the Sichuan Provincial Committee, and Sichuan Provincial Government have been paying great attention to Chengdu's development, and also providing great support to its economic and social development. Chengdu was approved in 1983 to provide integrated helps to the surrounding counties. In the year of 1989, Chengdu was approved as one of the separated planned cities by the State, and enjoys the provincial level of economic management rights. Chengdu was approved in 1992 to enjoy the favorite policies that were endowed to the coastal cities and areas of China.
