Economic Zone Boosts Shenyang - Great Change in The Lives of The Common People
As soon as Chang Zhonghua, a janitor working at Liaoning University, finishes her work at 5 pm she jumps on her bike and starts looking around the newly built apartment buildings close to the university. Her handbag is always crammed with brochures and handouts featuring these well-appointed properties. The reason for her interest is simple: "I want to sell my apartment in my hometown and ask my son and daughter-in-law to live with me here in Shenbei," Chang says.

 

Chang is 50-years- old and a native of Tieling County in the province of Liaoning. Her hometown neighbors the Shenbei New District in Shenyang, capital of Liaoning. She has been working in Shenbei for six months and now plans to re-unite her family in a new apartment in the area. Chang is sure the move would benefit all of her family: "Here in Shenbei, people enjoy a better standard of living and there are more job opportunities. Only last week, my son was taken on here in Shenbei as a salesperson. We all feel we would have a better future here."


The Chang family is just one of many to be attracted by the rejuvenated Shenbei New District, the hub that now connects the Shenyang Economic Zone with the heart of northeast China.


Jian Biao, party secretary of Shenbei New District Commission, is buoyant about the future of the area: "The population in the Shenbei New District could reach 1 million in the near future. With our greater integration within the Shenyang Economic Zone, our new residents will not just come from Shenyang, but also from neighboring cities, such as Tieling and Fushun."


Economic Zone Boosts Shenyang - The Success of Development
The development of the Shenyang Economic Zone stems from the belief that eight cities working together are a far more powerful proposition than eight cities working alone. The Liaoning provincial government is now looking to consolidate this alliance with the introduction of a new system of residence reform.


The Shenyang Economic Zone is now the core of northeast China's traditional industrial base. Its level of urbanization has increased to around 65 percent, with eight cities - Shenyang, Anshan, Fushun, Benxi, Yingkou, Fuxin, Liaoyang and Tieling - included within the zone.


The zone now spans nearly half of Liaoning province and is home to more than half of its population. The successful establishment of the zone follows directly on from the success of an earlier initiative, Liaoning Coastal Economic Zone.


Economic Zone Boosts Shenyang - The Object of Formation
Feng Guisheng, chairman of the Liaoning Regional Economy Research Society and a council member of the Liaoning provincial government, explains the thinking behind the development: "We have set out to optimize the logistics and division of labor within the Shenyang Economic Zone. With increased cohesion and greater lines of communication within the regional development, the Shenyang Economic Zone and the Liaoning Coastal Economic Zone have become the two indispensable sectors of our economy."

Today's arrangements hark back to the 1950s. Back then, the industries in the eight cities were a perfect complement to one another, but maintained their own distinctive focuses. The cities were jointly responsible for one third of China's total steel output. Shenyang, renowned as "China's machinery equipment center", then had an unparalleled strength in the manufacture of basic machinery, heavy machinery equipment, power transmissions and transformation equipment, as well as military equipment.


However, the opening-up policies adopted in the late 1970s saw cities across China beginning to compete with one another to secure lucrative manufacturing contracts. As the cities became competitors rather than collaborators, huge investment went on creating unneeded duplication of plant and machinery. The new arrangements are intended to restore the co-operaton that once characterized the region, with all the attendant cost and personnel savings.


Economic Zone Boosts Shenyang - The Development of The Central Liaoning City Cluster
The development of the Central Liaoning City Cluster began in 2003 when initial construction was begun by the provincial government. The scheme officially became the Shenyang Economic Zone in 2008 when the development plan was officially adopted for the region. Today the scheme has been fast-tracked as one of the key measures to safeguard the economic wellbeing of some 23 million people in the province.


One of the most important elements of the scheme has been developing the linked infrastructure of the eight cities. The major development of a fast access expressway connecting the cities in the zone has already begun, with sections of it already in use. A rapid new bus link connecting Shanyan and Fushun is now operating. Reforms to housing legislation have also made it considerably easier for residents to buy apartments in other areas of the zone.


Despite only being in operation for a year, significant progress has already been made towards establishing the key components of the zone's manufacturing and service base. The impact of the zone has been so huge that it has seen a vast knock on effect in other areas, with the development of five related sectors in other cities and the establishment of 10 ancillary industrial clusters.


Economic Zone Boosts Shenyang - Economic Benefit
The Liaoning provincial government sent out three new business delegations to Hong Kong, the Yangtze River Delta and Pearl River Delta in April, May and July of last year. So far, the eight cities joint new business drive has resulted in 477 business contracts with a combined value of 288.2 billion yuan. Construction work on many of the large-scale projects has already begun.


In Shenbei New District alone, a total of 147 projects, with investments of more than 30 million yuan, were launched last year. Thirteen of the world's top 500 international companies now have operations within the zone, the third such district to be established in China.


Economic Zone Boosts Shenyang - Increasing International Attention
The success of the venture is already starting to attract international interest, according to Jian: "Based on the development of the Shenyang Economic Zone, the Shenbei New District has attracted a lot of attention from Chinese as well as overseas companies. Investors are drawn by its obvious efficiency, quality of service and outstanding ecological environment.


"Last year, we secured $500 million of foreign investment, and this year we are budgeting on attracting some $600 million." According to Jian, the zone's appeal will be boosted with completion of work on the light rail transit line linking Shenyang and Tieling and a high speed rail linking Shenyang and Harbin. Both will come on line shortly and both will service Shenbei directly:


Jian said: "With the new rail lines, Shenbei will have greater access to neighboring cities and it will reinforce its role as a hub connecting the Shenyang Economic Zone and the heart of northeast China. This will inevitably lead to better regional economic development."
